SAP 

The Standard Assessment Procedure (SAP) is the Government’s methodology for calculating and comparing the energy and environmental performance of UK dwellings. It provides a comparative method of assessment that can be used to demonstrate compliance with various policy initiatives, including Part L of the Building Regulations.

SAP assessments are based on a range of factors including the building materials, heating systems and controls, ventilation and renewable technologies. The resulting reports then display associated factors such as a fuel-cost-based energy efficiency rating (the SAP Rating) and emissions of CO2. SAP also provides estimations of appliance energy use, the potential for overheating in summer and the resultant cooling load. This enables a like-for-like comparison of dwelling information and performance as well as providing information to owners and tenants about the buildings they own and use.

These performance indicators are based on calculated estimates of energy consumption for space heating, domestic hot water, lighting and ventilation and result in a Target Emission Rate (TER) for a notional dwelling. The actual SAP calculation, based on the specific dwelling information will then generate a Dwelling Emission Rate (DER).

Under Part L1A, the resultant Dwelling Emission Rate (DER) must meet the Target Emission Rate (TER) as well as other minimum requirements in order to demonstrate compliance with Part L1A.

In the 2013 edition, Target Fabric Energy Efficiency (TFEE) and Dwelling Fabric Energy Efficiency (DFEE) requirements were introduced. This is an additional target which specifically assesses the Building Fabric Efficiency to ensure that a ‘fabric first’ approach is adopted and eliminate the option to just add renewables to a poorly constructed dwelling to achieve compliancy.
